Character Name: Paul 'Jesus' Rovia

From When?: The end of season 8, after the war is over
Warden Justification: Jesus is a kind, clever, thoughtful person capable of adapting to any number of situations. Despite living in a world where everyone--including him--has had to do terrible things to survive, he has managed to remain empathetic and willing to take risks to treat people kindly. We first see this when Maggie, pregnant and newly widowed, wakes up to flowers by her bedside that he placed there to comfort her. Shortly after she sees him placing flowers on Glenn's and Abraham's graves, and he tells her he has read up on floral symbolism.
We see how easy kindness is for him again when he offers his own trailer to Maggie and Sasha, and when they express regret over making it crowded he warmly tells them he's used to having people around. When Sasha tries to steal his few remaining bullets he tells her, almost gently, that she can just have them. He shows it in casual touches, a hand on Maggie's shoulder to comfort her, for instance, or in offering Abraham's necklace to Sasha when he sees she is grieving.
He has a strict moral code that he will risk burning bridges to adhere to, despite how passive he can be in other situations. First he believes that people are basically good and honest; and second he believes that people deserve second chances. During the war, despite how close his friendship with Maggie is, he defies her by taking prisoners of war and feeding them from the Hilltop's stores. He resists attempts at executing anyone who surrenders, despite his friends' anger at him over it, and seems hurt when they let him have his way for ulterior motives.
That said he is also willing to make difficult calls. It is Jesus who brings his people into war and gathers allies to fight the Saviors, and Jesus is willing to kill to protect his people. He'll bring that same steadfast loyalty to his pairings.
Item: a six-inch knife
Abilities/Powers: Paul Rovia is human. He is highly skilled at stealth, breaking and entering, theft, and martial arts but he is still baseline human. He's survived a decade after an apocalypse, having killed humans and zombies along the way with no obvious scars--neither physical nor psychological. He adapts to bad situations with calm focus, whether it's having to shoot another human being to death, standing by during rough interrogations, having to take on groups of zombies, or having a gun held to his head.
He survived mostly on his own for several of those years, which means he has some exceptional survival skills in both urban and rural settings. We see him use multiple types of weapon, including several kinds of gun and everything from a utility knife to a katana, with a high level of expertise. He has been exposed to farming, building, and governing enough to have skills in those areas as well.
Wardening Strategies and Philosophies: Jesus always wants to give people a second chance. In his world it's not always possible; sometimes you have to kill them before they can show you the good in them. But on the Barge he will happily champion everyone's chance to be redeemed. At first he'll struggle with what he knows prison to be (both the old world version we all know as modern prisons, and the brutal versions that sprang up after the end of the world) and what he wants the Barge to be. He'll encourage his inmates to get therapy, and as he'll be doing therapy himself he'll help guide them through it and be a willing ear.
He'll insist his inmates help the Barge as a whole and take on jobs. He is very community minded, and he will also ask the advice of other wardens. He won't just focus on his own inmate although his deal will always be first and foremost on his mind.
The best inmates for Jesus will be those with psychological issues, who need to learn new ways of getting their same goals. Jesus is a pretty flexible character, capable of adapting to a variety of situations and CR, but he probably isn't suited to inmates who steadfastly refuse any introspection or civic-mindedness.
